They DO have an Off position.
I got a couple of these to use as PC fan controllers. These work awesome!! I was bummed to read that they didn't have an "Off" position but apparently that was for an older model or something because these have an hard off detent as well as a power light.I haven't measured these with a meter or anything but I did run a 12v 2.8a load through them and they worked fine with a nice smooth control.The two I ordered worked so well and had a nice small package that I bought two more. I'm sure I'll order a few more for some random pwm controlled stuff.

Compact and Good Value
Good value at $7/ea. Compact as it is all on one board. However, the surface mounted connects should be arranged with the power + and - on the opposite sides of the board to prevent accidental shorts.

Worked great in a outdoor corn deer feeder
I needed something to lower the voltage so the feeder wouldn't throw the corn so far. This worked perfectly.

Great little controller for the money!
Worked perfectly for a high torque magnetic stirrer I made. Ran smooth and held speed perfectly for over a week straight.
