Q: Will this allow me to recover files from an msata ssd taken from a dead laptop without reformatting the drive?

You can access the msata SSD using this. You have to insert the msata SSD to the designated portion of this case and plugin to the USB port of the other computer and you can access all files from that ssd.

Q: Is this enclosure really supports UASP? I bought it and put a 480Gb mSATA Crucial M500 but my ASUS USB3 Boost software doesn't detect the device UASP

Assuming they're using the same controller chip in every instance, then yes. It should have an ASMedia 1153 controller in it, which supports UASP (and this works correctly for me using Linux). If it's not working for you, I'd expect it's due to a problem in the ASUS software.

Q: Device not seen on bootup, in disk manager, or bios setup. using with a kingston ms200 240gb.

Worked fine on my tablet/hybrid. Placed the old 64GB mSata from the tablet in it and a new 240GB in the tablet. Recognized immediately and formatted no problem. Used as a the backup device.

Q: does this come with the usb cable ?

Yes, but it has Standard A plugs on both sides, which means you can't use other type of cables.
