The 3 level protection allows the 3 different types of surge protection devices to cover each others weakness (mostly).

Gas discharge is very fast (nanoseconds) and durable versus smaller surges - but kind of weak in effect and reacts only when voltages are significantly higher than most desirable.

MOV devices are really slow (tenths of second up to half second) but can absorb massive amounts of energy before failing and can react to voltages not nearly as far out of the normal range.
 
The other device is 1000s of times slower than the gas discharge tube but 10000s times faster than the MOVs (lower millisecond ranges). Reacts before voltages get too far out of range.  It handles surge energies in between the other two device as well...but typically wears out fairly quickly versus any significant surges.

The gas discharge tube acts in 1-10 nanoseconds but it diverts limited amperage and reacts to higher level voltages (likely 550VDC-800VDC  range if strip is 240VAC compatible).  If the surges are small gas discharge tubes can take lots of repeated surges (unless the tube get too hot) and gas tube never create short circuits when they fail.

The transzorbs probably act in the 5-20ms range and at a voltage not far out of normal power line range (probably 380VDC-450VDC if same strip really works with 240VAC) and usually this device can divert much more amperage. On the downside these devices burn out fairly quickly when required to divert high voltages even if surges are relatively modest in magnitude. Usually these devices fail as open circuits rather than shorting out the power strip.

MOV (metal-oxide varistors) are slow compared to the other protective devices taking 200-500ms to fully switch on to short out high voltages. However they can absorb massive amounts of energy before failing - most of those joules go here. They also operate fairly close to voltages just out of normal AC range (likely 375-425VAC for 240VAC compatibility). Typically they can absorb a certain maximum amount of energy before failing and that energy can be spread over several surge incidents with the total energy possible being degraded by particularly power surges (due to rapid heating).

Unfortunately MOV devices tend to fail as short circuits and therefore can test your household/business circuit breakers. Thus the best surge protection strips will also include a circuit breaker of their own just to make sure the strip does not burn and to accommodate the possibility that the building circuit breakers are degraded or otherwise not up to spec.
